জেলা প্রশাসনের পটভূমি

বৃটিশ ভারত তথা অবিভক্ত বাংলার প্রথম মহকুমা খুলনা -১৮৮৩ সালের প্রশাসনিক পুনর্বিন্যাস - পূর্বকালে আয়তনের হিসেবে ছিল বাংলাদেশের তৃতীয় বৃহত্তম জেলা।লোকসংখ্যায় দশম।এসময় ‘খুলনা জেলা’ বলতে বুঝাতো খুলনা সদর,বাগেরহাট ও সাতক্ষীরা মহকুমা-র সম্মিলিত ভূভাগকে (অতঃপর প্রায়শ ‘বৃহত্তর খুলনা’ হিশেবে উল্লিখিত), যার মোট আয়তন ছিল ৪,৬৯৭ বর্গমাইল (নদী এলাকাসহ)। তবে প্রশাসনিক পুর্বিন্যাসের কারনে খুলনার পরিমাণফল দাঁড়ায় ৪,৩৯৪ বর্গকিলোমিটার; এবারে হয় দেশের চতুর্থ বৃহত্তম জেলা।

 

জেলা গঠনকালের অব্যবহিত পূর্বের বা আরও নির্দিষ্ট করে বললে ১৮৮১ সালের ‘বঙ্গীয় জনগণনা’(Census of Bengal, 1881) অনুযায়ী বৃটিশ শাসনাধীন ‘বঙ্গপ্রদেশ’ বলতে বুঝাতো বাংলা, বিহার ওড়িশা ও ছোটনাগপুর এবং কোচবিহার -পার্বত্য ত্রিপুরা প্রভৃতি ৩টি সামন্তরাজ্য মিলিয়ে ১,৫০,৫৮৮ বর্গমাইলব্যাপী (সুন্দরবন ও বড়ো বড়ো নদী এলাকা ব্যতীত) বিস্তৃত ভূভাগকে। এর মধ্যে বর্তমান বাংলাদেশের যেসব জেলা আজকের প্রচলিত নামেই বঙ্গপ্রদেশের অন্তর্ভুক্ত ছিল যথা ’প্রেসিডেন্সি’ বিভাগাধীন যশোর ও খুলনা ( কুষ্টিয়া তখন ছিল নদীয়া জেলাভুক্ত); রাজশাহী বিভাগাধীন দিনাজপুর, রাজশাহী, রংপুর, বগুড়া ও পাবনা; ঢাকা বিভাগাধীন ঢাকা, ফরিদপুর, বাকেরগঞ্জ ও ময়মনসিংহ এবং চট্টগ্রাম বিভাগাধীন চট্টগ্রাম, নোয়াখালী, ত্রিপুরা (কুমিল্লা) ও পার্বত্য চট্টগ্রাম - এই ১৫ টি জেলার মধ্যে আয়তনের দিক দিয়ে খুলনা ছিল দ্বাদশ স্থানীয়। অন্যদিকে দেশবিভাগ তথা ৪৭- পরবর্তীকালে বর্ণিত পনেরো জেলা ও কুষ্টিয়া মিলিয়ে মোট ১৬টি জেলার মধ্যে খুলনা ছিল আয়তনে তৃতীয় এবং লোকসংখ্যার হিসাবে একাদশ।

 

বৃটিশ প্রশাসনিক স্তর হিসেবে খুলনা জেলা গঠিত হয়েছিল ১৮৮২ সালের ১লা জুন তারিখে। এ ব্যাপারে তৎকালীন সরকারি প্রধান মুখপাত্র ’ The Calcutta Gazette’ এর ১৯ ও ২৬ শে এপ্রিল তারিখের সংখ্যায় দুটি প্রজ্ঞাপন মুদ্রিত/ প্রকাশিত হয়েছিল, যদিও এদের ঘোষণা বা জারির তারিখ ছিল যথাক্রমে ১৪ই ও ২৫শে এপ্রিল। নীচে প্রথম ১৪ই এপ্রিল তারিখের প্রজ্ঞাপনটি হুবহু উদ্ধৃত করা হলো; যা থেকে স্পষ্ট দেখাযাবে ‘খুলনা জেলা’ গঠিত হয়েছিল তৎকালীন যশোর জেলার বিদ্যমান খুলনা সদর (১৮৪২) ও বাগেরহাট মহকুমা (১৮৬১) এবং ২৪-পরগণা জেলার সাতক্ষীরা (১৮৬৩) মহকুমা -এ তিনের সমন্বয়ে, এবং জেলা চালুর প্রথম তারিখ নির্ধারণ করা হয়েছিল ১ মে, ১৮৮২ খ্রিষ্টাব্দ

NOTFICATION.

The 14th April 1882.-It is hereby notified for general information that with the previous sanction of His Excellency the Governor-General in Council, and of the Right Hon’ble the Secretary of State for India, the Sub-division of Satkhira, hitherto forming part of the district of the 24-Perunahs, and the Sub-division of Khoolna and Bagirhat, hitherto forming parts of the district of Jessore, are formed into a new district to be styled the Khoolna district, and with head-quarters at the station of Khoolna.

 

This notification will take effect from 1st May 1882.

 

Pending completion of the necessary arrangements for the office and treasury of the Collector at Khoolna, all payments of land revenue, and of road and public works cess made on account of property situated in the Sub-division of Satkhira will continue to be received at the treasury of the district of the 24- Pergunnahs, and all similar payment on account of property siuated int the Sub-division of Khoolna and Bagirhat will continue to be received at the Jessore treasury.

কিন্তু পরবর্তীকালে ২৫শে এপ্রিল তারিখে ভিন্ন একটি প্রজ্ঞাপন জারি বলে ১৪ই এপ্রিল তারিখের প্রজ্ঞাপনের ১ম ও ৩য় অনুচ্ছেদ হুবহু একই রেখে ২য় অনুচ্ছেদ অর্থাৎ জেলা চালুর তারিখের ক্ষেত্রে পরিবর্তন আনয়ন এবং ৪র্থ অনুচ্ছেদ সংযোজন মূলে ইতঃপূর্বে জারিকৃত প্রজ্ঞাপনটি বাতিল বলে ঘোষণা করা হয়েছিল।

‘‘ ১৮৮১ সালে কলিকাতা হইতে দৈনিক ‘‘স্টেটসম্যান’’ পত্রিকার ২রা মে তারিখের এক খবরে প্রকাশিত হয়: / ` New District : From the first instant the talked new district of Khulna formed of the Sub-division of Satkhira , Narail, Khulna and part of Basirhat has been organized at Headquarters of the Sub-division bearing the name of the district. The district is a third class one, having a district Magistrate and Collector at its head of affairs. The chief civil authority for the time being is a Subordinate judge. The civil and the Session Judge of Jessore, it has been arranged will hold Sessions form time to time at the Head quarters.

“ The present District of Khulna was formed in 1882 out of the Khulnaand Bagherhat subdivisions of JESSORE and the Satkhira subdivision of the TWENTY-FOUR PARGANAS, and its history after the British accession to the diwani is comprised in the accounts of those District”.
